If the name sounds familiar, Brian Haw is the guy whose anti-war protests so stuck in Blair&#8217;s craw he pushed through a law forbidding any unlicenced protests near Parliament, only to find that it didn&#8217;t apply retro-actively so Haw could stay on his lonely vigil.
